In his speech, he concentrated on improving the investment climate, developing the capital market, technological transformation, and strengthening regional economic cooperation.

The President pointed out that, amid mounting trade tensions and shifts in global capital markets, investors are seeking out countries that guarantee stability, the protection of entrepreneurs’ rights, and predictable business conditions. Uzbekistan is therefore pursuing reforms consistently in order to enhance the country’s appeal to investors.

Mirziyoyev also set out Uzbekistan’s most important economic achievements. In 2024, GDP growth reached 7.7%, and $43 billion in foreign investment flowed into the economy. International reserves exceeded $70 billion, while the stability of the national currency was maintained. As the President emphasised, the country’s economy is expected to surpass $180 billion this year, well above the $100 billion target set four years ago. Uzbekistan has also climbed 14 places in the Index of Economic Freedom and, for the first time, has been ranked among the countries with moderately free economies.

The centrepiece of the speech was the presentation of six strategic development priorities.

The first is the further strengthening of legal guarantees for investors. To this end, Uzbekistan has begun work on establishing an International Financial Centre in Tashkent. The centre will operate under the principles of English common law, and investors will enjoy exceptionally favourable conditions, including zero rates on corporate income tax, VAT, property tax, and customs duties. These benefits are to remain in force for 50 years. At the same time, an independent International Commercial Court will be established and a system of investment mediation developed.

The second priority is the development of the capital market and of new financial instruments. The President recalled that Uzbekistan has already issued bonds worth over $16 billion and carried out the largest IPO on the London Stock Exchange in five years, involving shares in the National Investment Fund. Further IPOs, new capital-market regulations, and a broad privatisation programme covering assets worth $6 billion are planned for the years ahead.

The third area is the development of high-value-added industries. Within five years, Uzbekistan intends to increase high-tech production 2.5-fold. Investments in the chemical industry, mining, robotics, electrical engineering, pharmaceuticals, and the production of construction materials are of particular importance. Mirziyoyev stressed that the value of the country’s strategic natural resources, including gold, copper, uranium, and tungsten, is estimated at $3 trillion.

The fourth priority concerns the green transition and artificial intelligence. By 2030, the share of renewable energy in electricity generation is expected to rise to 54%. At the same time, the country is developing energy storage facilities, data centres, and smart grids. The authorities anticipate that the artificial intelligence sector will generate at least $10 billion in additional value over the next five years. Special economic zones with extensive tax incentives have been created for AI projects and data centres.

The fifth pillar of the strategy is the development of transport and logistics infrastructure. Uzbekistan is building a strategic railway line with China and Kyrgyzstan, developing the Trans-Afghan Corridor and the so-called Middle Corridor across the Caspian Sea. Work is also under way on a new international airport in Tashkent, which will be able to handle 20 million passengers a year.

The sixth priority is regional development and urbanisation. The authorities plan to raise the level of urbanisation from 51 to 65 per cent by building new cities and investment centres. A New Tashkent, for instance, is being built to house 2 million people, while Andijan, Namangan, and Samarkand are expected to grow into cities of millions. Tourism and a modern agri-food sector are also expected to play a significant part in regional development.

In his speech, the President repeatedly underlined the importance of cooperation with foreign investors.

– For us, investment is far more than a source of capital. It is a catalyst for advanced technology, modern knowledge and skills, new jobs, and development – said Mirziyoyev.

His second key message was an assurance of the country’s long-term openness to foreign business.

– Uzbekistan’s doors will always remain open to foreign investors who come to our country with confidence and ideas – the President declared.

The speech was a clear signal that Uzbekistan intends to press ahead with its wide-ranging economic reforms and to compete actively for international capital, giving priority to regulatory stability, technological innovation, the green transition, and the deepening of regional economic integration.

One of the most important events on the opening day of the forum was the Uzbek-American Business Forum.

– 193 representatives of American companies are present at the International Investment Forum in Tashkent today – said the Minister of Investment, Laziz Kudratov. – This is clear evidence that American companies view Uzbekistan not only as an attractive market, but also as a promising long-term investment partner.

The talks culminated in the signing of cooperation agreements between partners from Uzbekistan and the United States.

This year’s International Investment Forum in Tashkent confirmed Uzbekistan’s growing standing as one of the most dynamically developing investment centres in Eurasia and a key partner for global business.
