What directions of international cooperation are currently strategic for the Agency and why?<\/strong><\/p>\n<p style=\"text-align: justify;\">International cooperation for ARMA is currently developing in several key directions. The first is strengthening relations with paying agencies of EU Member States and EU institutions. This enables an ongoing exchange of experience in implementing the Common Agricultural Policy, digitalising administrative processes, and improving control systems and public fund management.<\/p>\n<p style=\"text-align: justify;\">The second important area is cooperation with EU candidate countries and Eastern Partnership countries. Poland has unique transformation experience \u2013 we have moved from being a beneficiary of pre-accession support to becoming the largest paying agency in the European Union. This allows us to share practical knowledge on building effective systems for implementing EU policies.<\/p>\n<p style=\"text-align: justify;\">A strategic direction is also the development of expert projects and international initiatives that strengthen the competencies of our staff while building ARMA\u2019s recognition as a reliable administrative partner on the European stage.<\/p>\n<p style=\"text-align: justify;\"><strong>ARMA actively participates in twinning programmes and other expert initiatives implemented in EU candidate and partner countries. Which experiences from these projects do you consider the most valuable \u2013 both for foreign partners and for the Agency itself?<\/strong><\/p>\n<p style=\"text-align: justify;\">Twinning cooperation and expert initiatives are among the most valuable forms of administrative collaboration in the European Union. ARMA has so far implemented six twinning programmes, including for Croatia, Moldova, Azerbaijan, and Serbia. Their aim was to support the development of payment systems, institutional structures, and control procedures in line with EU standards.<\/p>\n<p style=\"text-align: justify;\">For our partners, the most valuable aspect is Poland\u2019s transformation experience \u2013 we demonstrate in practice how to build effective systems for managing public funds, create transparent control mechanisms, and use digital tools in agricultural administration.<\/p>\n<p style=\"text-align: justify;\">For ARMA, participation in these initiatives provides an opportunity to further develop employees\u2019 international competencies, broaden perspectives, and improve internal procedures. This cooperation also strengthens our position as an institution that not only benefits from European experience but actively contributes to it.<\/p>\n<p style=\"text-align: justify;\"><strong>How does the Office support the acquisition of external funding, including within ODA, and what importance does this activity have for building ARMA\u2019s international position?<\/strong><\/p>\n<p style=\"text-align: justify;\">The Office of International Cooperation and European Projects serves as a coordination centre for ARMA\u2019s international activities. We identify opportunities for participation in European projects, prepare applications, build international partnerships, and coordinate the implementation of expert initiatives.<\/p>\n<p style=\"text-align: justify;\">Particularly important is involvement in activities under Official Development Assistance (ODA). Participation allows us to support partner countries in reforming agricultural administration systems and preparing for the implementation of EU policies.<\/p>\n<p style=\"text-align: justify;\">At the same time, these activities strengthen ARMA\u2019s image as a competent, responsible institution capable of delivering complex international projects. Each completed project increases the Agency\u2019s visibility and confirms that Polish administration has valuable expertise to share internationally.<\/p>\n<p style=\"text-align: justify;\"><strong>Organising international conferences and events is not only about logistics but also about building relationships and image. Which event in recent years was particularly important to you and what results did it bring?<\/strong><\/p>\n<p style=\"text-align: justify;\">Every international event we participate in is a strategic platform for dialogue and cooperation, serving both the exchange of experience and the strengthening of Poland\u2019s position in the European institutional architecture. Direct contact and ongoing dialogue with European paying agencies and EU institutions enable us not only to share best practices but also to develop solutions jointly to challenges facing modern agriculture and the implementation of the Common Agricultural Policy.<\/p>\n<p style=\"text-align: justify;\">It is worth emphasising that many such initiatives take place throughout the year\u2014at both strategic and expert levels. These include conferences, working groups, thematic meetings, and cooperation forums involving representatives of EU Member State paying agencies and candidate countries.<\/p>\n<p style=\"text-align: justify;\">The 57th Conference of Directors General of EU Paying Agencies, held in Warsaw on 5\u20137 May 2025 and hosted by ARMA, was particularly significant. The event brought together nearly 150 participants, including directors of paying agencies from EU Member States, representatives of agricultural institutions from candidate countries, and European Commission representatives. It provided an opportunity to discuss key challenges related to the functioning of paying agencies and the implementation of the Common Agricultural Policy, while also showcasing Poland\u2019s experience and institutional potential.<\/p>\n<p style=\"text-align: justify;\">In June 2026, ARMA will host the Conference of Paying Agencies of the Baltic States and Poland in Gda\u0144sk. We already view this event as an important step in further strengthening our role within the European administrative cooperation network and building regional partnerships based on trust and shared experience.<\/p>\n<p style=\"text-align: justify;\"><strong>Coordinating the participation of ARMA representatives in EU committees and working groups influences the shape of future regulations. How does the Office prepare the Agency for upcoming changes in EU legislation?<\/strong><\/p>\n<p style=\"text-align: justify;\">One of our key tasks is ensuring efficient information flow between EU institutions and ARMA experts participating in EU committees and working groups. The Office coordinates the preparation of positions, analyses proposed regulations, and supports experts in the consultation process.<\/p>\n<p style=\"text-align: justify;\">This enables the Agency to identify directions of change in EU legislation at an early stage and prepare for implementation \u2013 both organisationally and technologically. In practice, this includes adapting IT systems, control procedures, and payment management mechanisms.<\/p>\n<p style=\"text-align: justify;\">Active participation in these processes also allows us to contribute the Polish perspective to the European debate on the future of the Common Agricultural Policy.<\/p>\n<p style=\"text-align: justify;\"><strong>Promoting ARMA\u2019s international activities and deepening European integration in agriculture are among the Office\u2019s key tasks. How do you see ARMA\u2019s role in building a common European agricultural policy in the coming years?<\/strong><\/p>\n<p style=\"text-align: justify;\">In the coming years, ARMA will play an increasingly active role in European administrative In the coming years, ARMA will play an increasingly active role in European administrative cooperation in agriculture. As one of the largest paying agencies in the EU, we have significant expert and organisational potential to support the development of common standards for managing public funds.<\/p>\n<p style=\"text-align: justify;\">Our goal is to further strengthen ARMA\u2019s role as a centre of competence in implementing support programmes for agriculture, fisheries, and rural development. We aim to be a partner that not only effectively implements Common Agricultural Policy instruments but also actively contributes to shaping them.<\/p>\n<p style=\"text-align: justify;\">In a world of dynamic changes \u2013 related to climate transformation, food security, and EU enlargement \u2013 strong cooperation between Member State institutions will be essential.
